This is a white antique tiled-in cup holder. There isn’t a stamp to know the manufacturer of this accessory. This soap dish is in good condition. Most bathroom retro-renovations would need at least one tiled-in cup & toothbrush holder to one side of their bathroom sink. The other side would have had a soap dish.
